Pallet racking is classified as work equipment which means that under the PUWER (Provision and Use of Work Equipment Regulations 1998), (1999 in Northern Ireland,) it requires regular inspection as set out in HSG76 and the SEMA guidelines.
HSG76 is the Health & Safety Executive guide to Warehousing & Storage and clearly sets out the need for, and type of, racking inspections required in a warehouse.
The importance of inspections – extracts from HSG76
Section 642: To ensure that a racking installation continues to be serviceable and safe, the storage equipment should be inspected on a regular basis. The frequency of inspections depends on a variety of factors that are particular to the site concerned and should be determined by a nominated ‘person responsible for racking safety’ (PRRS) to suit the operating conditions of the warehouse.
Section 646: ‘Expert’ inspections. A technically competent person should carry out inspections at intervals of not more than 12 months. A written report should be submitted to the PRRS with observations and proposals for any action necessary.
Section 647: A technically competent person might be a trained specialist within an organisation, a specialist from the rack supplier, or an independent qualified rack inspector e.g. a SARI or SEMA approved rack inspector.
The importance of internal inspections
HSG76 and SEMA (Storage Equipment Manufacturers Association) guidelines state that an organisation must appoint a ‘Person Responsible for Rack Safety’, known as a PRRS. It is their job to ensure that racking is installed, used, inspected and maintained in accordance with the appropriate regulations and guidelines. The organisation must also ensure that all their warehouse staff are trained and competent in the use of materials handling equipment, as well as the racking storage capabilities, to ensure safety of use in the warehouse.

Staff also need to be aware of how to follow up and take any action necessary to make the affected locations safe and instigate a repair process to rectify all the issues identified.
A one-day course can’t train delegates to the ‘expert’ level of technical competence required to complete an annual inspection to the required SEMA standard. These must still be undertaken by a SARI or similarly qualified person.
However the purpose of this course is to train staff in the correct methods of conducting internal weekly rack inspections in accordance with PUWER, Health & Safety, and SEMA guidelines.
